Growing Asian markets, domestic demand for ICT together with a strong talent base and large number of well trained engineers have put Chinese ICT research co-operation high on agenda of European businesses.
What are their experiences and what are the strategic options for European ICT research? Which areas of ICT research appear most interesting and what should Europe do to optimally exploit these opportunities? What are the objectives on the Chinese side?
SPICE – an initiative funded by the European Commission – has analyzed ICT research opportunities for European ICT organizations in China. The analysis is based on an assessment of ICT market trends, the Chinese research base as well as interviews with leading European companies. Experiences of European actors show a strong asymmetry in the relationship of China and Europe but continued opportunities for business and research. For many, joint research facilitates entry into Chinese markets although many actors also change their goals during co-operation.
Strategic topics with particularly high potential include nanotechnology, embedded systems, IT security and RFID or mobile communication and ICT for energy efficiency. In order to better exploit these, Europe has to develop easy-to-use contractual frames, develop long-term perspectives, and foster a much better European understanding of China. This includes current trade barriers, research funding, but also understanding the long-term options for ICT production in Europe.
The workshop on Strategic Options for Europe will provide deeper insights into past co-operation experiences, hot topics for further joint research activities but also policy options and strategic aspects and provide a forum for your views on future European strategies.

SPICE EU-China consultation workshops

Three SPICE EU-China consultation workshops were held in May, one at "China Beijing International Hi-Tech Expo 2007" (CHITEC). CHITEC is a state-level event for international exchange and cooperation among the high-tech industries. The SPICE consultation workshop at CHITEC with high-level politicians, top ICT industry and high-class researchers took place at 25th May 2007 in Beijing. The workshops were accompanied by individual meetings with important representatives from Chinese ministries, local authorities, ICT industry and research. SPICE also organised two workshops and further meetings in Xi'an (29th May) and Shanghai (31st May). For more information contact the SPICE partners or download the agendas.
After the first workshop session in May 2007, SPICE decided to organize four expert workshops as guided panel discussions on strengths, challenges, opportunities and requirements for EU-China co-operative projects in four selected ICT fields:
- Leading Wireless Communication Technologies, September 4, Beijing
- Next Generation/Future Internet, September 5, Beijing
- RFID, October 14, 2007, Shenzhen
- ICT for Energy Efficiency, October 15, Shenzhen
The workshops on “Leading Wireless Communication Technologies” and “Next Generation/Future Internet” were organized at the China Academy of Telecommunication Research in Beijing from September 4 to 5, 2007. The workshops on “ICT for Energy Efficiency” and “RFID” will be held at the China Hi-Tech fair on October 14 and 15 in Shenzhen.
